1999 Caravelle, fuse 21 blows straight out, since its blown rev counter, temp and fuel gauge stays at their last position when ignition key is removed, this resets once ignition key is switched on, fuse 21 feeds interior lights (I have removed all of these from the circuit via the plugs) radio (this has now been removed from the circuit) it also feeds the clock memory and trip (I have removed the clocks from the dash, unplugged them, fuse still blows) it also appears to feed the diagnostic socket (we tried to plug in a laptop) is there anything else that may be in circuit fed from fuse 21? the rev counter situation is strange, any ideas would be much appreciated.
Also there is no glove box light as this has been disconnected and the central locking is still working fine (this is shown on some drawings as being fed from fuse 21)

Just had this issue, mine turned out to be a short from the passenger vanity mirror light in the sun visor.
