LOW Fuel Rail Pressure Key On Engine Off

With the key on engine off my Centech scan tool is showing a fuel rail pressure on my 07 R56 of 360 Kpa or 52 PSI cold before cranking the engine. Is this an accurate way to measure of the output of the in tank fuel pump? Or would pressure in the fuel rail be lower than the in tank fuel pump output.
The Bentely manual call for installing a fuel pressure gage in the fuel line before the high pressure fuel pump to measure in tank pump output. I don't have the needed fittings to connect my fuel pressure gage to the Mini's fuel line, and didn't find just them for sale separate from a whole new gage set.
The In tank fuel pump is supposed to put out 72.5 PSI or 500 Kpa

Does the 53.PSI at the fuel rail indicate that the in tank pump is defective?

Thanks
