Had a hard time finding this when I did a search on this forum. Here is a link for anyone looking.

I had an issue with my windshield wiper delay not working. The relay was sitting in properly. It is in position # 8. I found that with the key in the ignition and the relay being pulled and inserted, the delay would work. I figured the legs were bent on the relay, but that was not the case. I opened the relay by removing the plastic cover, which is held by tabs on two sides, and found a bad solder joint on one of the legs. Resoldered and inserted relay back into slot. She works like a charn now.

Don't just go replacing relays unless you've done an internal scan of the components and solder connections and traces. Hope this helps.
