Fuel leak from Fuel Pressure Regulator

On my '88 fox wagon, I now have fuel leaking from the little tube going from the fuel pressure regulator (just in front of distributer) to below the air filter housing. They connect with what looks like a 3-4mm vacuum tube. I removed the tube from Fuel Pressure Regulator and it's leaking fuel from that opening even with engine off. Is fuel supposed to flow from it?

Pic of my Fuel Pressure Regulator. Fuel leaks under the air-filter housing. Fuel seen dripping when I removed the tube at arrow. Isn't this supposed to be a vacuum line? Thanks for any input.

Broken diaphragm in the regulator.... you need to replace the regulator.
