Brake pedal pressure problem with 83' scirocco

Here's the situation. I push down on the brake pedal and there is virtually no pedal travel. Immediately the front brakes grab (not lock up), and they don't want to let go when the brake pedal is released. Thus, the brakes get really hot. I have warped at least one rotor. The other thing is that, when parked, if I pump the brakes the engine idles up to 2000 rpm. I am guessing I have a vacuum/ master cylinder problem. I just want to know what is going on. I have dealt with a bad master cylinder, where the pedal eventually goes to the floor and brake pressure is lost, in the past. This situation seems to be the exact opposite.

Note: I do have grooves in the brake pad rails, which could contribute to the pads not releasing, but it seems like there is something more.

Has anyone out there run into this situation before. Any help is appreciated. Thanks!

Make sure that the brake pedal has free play... there should be an adjustment rod at the end of the booster that attaches to the brake pedal.

Not enough free play prevents the master cylinder pistons from returning all the way (releasing brake pressure)... the next time you step on the brakes, more pressure is retained in the system and the brakes begin to drag.
