91 Jetta sagging in the rear

I've got to figure out how to cure this Jetta and its butt sag. No, not like the kids do nowdays, but it does sag.
I've tried new struts in the rear but I still get a bit of the back end sag.
Ideas on springs?
Air shocks would cure this...but you know that chance ranks with snow in ****...

Is there any rust where the struts bolt on? Some pict's might help. Is there rust around the mounting bracket for the axle beam? How do the tires look on the back, any uneven wear? And please, don't say there is a few 100 pounds in the trunk.

California car. Only seen the outside of Taxifornia several times on vacation trips in it's youth.
Has Boog (sp) struts in the rear. Thinking of finding the upgraded KYB gas struts. But for now we keep the weight out of the trunk.

Both sides sagging the same amount?
My 91 Jetta (from CA, btw) has been pretty easy on shocks. I replaced the rears once about 14 years (?) ago... probably should again, but since I, my wife, or the tires aren't complaining....

Changing the shock absorbers is not going to solve the sagging problem.
The weight of the car is supported by the springs (suspension 101)!

Wouldn't it be a matter of degrees?
I recall that changing my shocks evened up the car side to side (hence why I asked about that) when viewed from the back.
Since I've never had any spring work done on my car, I'm not clear, then, why I noticed a difference after the new shocks.

What I am tempted to attempt (is that a tongue full???)
Is to remove off of a junkyard Jetta the rear springs, then try and either have a spring shop re_create me a heaver pair or find another method to beef up the tail end.
I tow a 16 Scamp with this car. I think all the heavy stuff over the years has taken its toll on the rear springs.
Full tank of gas, with a full sized spare tire, with maybe a set of calipers off of a Vanagon, the car is dragging the rear tires at any slight dip in the road
