Speedometer off by -10 MPH then speed and Odometer off .2 per mile

After much testing I have a strong case that my newly purchased used 2000 NB 2.0 5 speed has an issue with the speedometer/odometer. When I drive @ 50MPH by the Speedo, my GPS showing 60 MPH (GPS is dead on on 2002 Checy trailblazer and 2007 Saturn Aura), if driving 60 MPH, then the GPs is showing 70, this is true for all speeds over 40 MPH (I'm traveling 10 MPH faster then whats being reported), under 40 it seems to be less of a differance. The needle is steady, does not bounce or jump.
Also the I ws getting like 20 MPG using the odometer on recent 200 mile trips, come to find out 200 is more like 240 miles, as the odometer is off by .2 per mile. If I divide the trip odometer by 5 and add the result to the miles shown I get very close to actual mileage. AS I get paid expense per mile, it would help to have my odometer read correct.
Everything else was working fine, and now the cruise control is not engaging, I checked all the brake lights and they are good. Only delta was a was stupid and left the light switch pulled out and the battery drained, I jumped it off and its recharged and car seems to be running as it did (little rougher idle every so often) but cruise does not work now, where it did before.
Any help in this area. On a lark I ordered a new speed sensor for 38 bucks online, and will tackle changing it myself this weekend, which I understand is an undertaking as you have to remove a mount to get access to the sensor?

Most likely your problem is the speedo gear inside transmission differential, it shows sign off slippage or it's cracked and usually shows same symptom as you described. Need speed gear and securing ring around $ 60.00, trans diff. cover remove, right axle remove, out put flange and bearing remove, speed gear and securing ring remove, required special tool for ring gear and securing ring installation, bearing puller as well, labor time up to 4.00 hrs. Good luck.

Ok replaced the Speed Sensor and sure enough same issue... before I dive in the tranny, wanted to mention, I bought and ran VCDS software, and A: fixed my cruise control, its now working fine, but the instrument analog test showed the speedo needle only 90% of the range, fuel and tach covered full range, 2nd test @ 65 MPH was correct, also to note the buzzer, dong, chime test fails, there is no sound for key in, lights on, ect... could this mean I have a bad cluster?
is there a way to adjust the speedo with VDCS software, I can not see where if so...

Ok, I used Vag-com to set the distance impuse number (DIN or K number) from a 1 to the recommneded 2 setting and the speedo works as it should ( showing only 2-3 miles faster then the travel speed) and the trip odometer is spot on. (note I tried the other setting of 4 (2 and 4 are the only recommended I found, (1,2,3 and 4 are the only numbers it will take)) and the speedo was spot on, but trip odo was .025 per mile off)
So that fixes that, thank goodness was not the internal speed sensor, of course I spent 350 bucks for the vag-com software, cable and bently dvd, but figure was still cheaper then breaking into the tranny, and will get more use from them. In fact I had to replace the radio, the one in it was beat up bad and very brittle at placed on the face plate, looks like someone punched it at some point.... but anyway got newer monsoon model off e-bay for 50 bucks with code and all I need to do was use Vag-com to tell it that there was a cd changer attached, so that 2 uses.
Now for the bad part, the odometer jumped from 83,000 miles to 102,000 miles when I set the DIN to 2 (@ 4 it jumped to 98,000, back to 1 was 83,000 again) looking at the car fax, the mileage history looks good, no wierd jumps and wsa @ 82,312 when I bought and last reported was 82,305 again with a normal looking reporting history, nothing 20,000 miles jumped out from it for sure.
Question is whats the real odometer reading, the DIN should be a 2 and was set to a 1 @ some point, obviously do to the speedo and Odo errors, that are fixed when now set correctly, even if it left the factory at 1 and was .2 miles off per mile, well thats about 20,000 miles ?????? hmmmmm I see why the change jumped it 20,000 it took the total there and adjusted it for the correct sensor reading... so
A: has it alwasys been off I find it hard to believe a 2000 model car was driving around 10 miles to fast and never got tickets and was check for calibration though.
B: the Speedo cluster got changed out and the ECM set to 1 and the Odometer was replaced.
C: the car actually has 102,000 miles on it and someone set it to 1 to rollback the odometer for selling purposes....
D: ?????????
I have a 24 month 24,000 mile warrenty on the car that just started, so obviusly I do not want to leave it @ 102,000 miles but would like to have it reporting correctly by leaving the DIN set to 2, not 1. Should I contact the warrenty company and explain or, just change it to a 1 when it needs service till the warrenty runs out. Hoping will never need the warrenty... maily powertrain.

The 2 gives the speedometer a constant of 3528 impulses per km. The 4 gives 3648 impulses per km. I don't know how many impulses per km there are for the 1, but apparently it would be a lot fewer. Our 1999 Beetle has the J285 cluster and has the same requirement of using the 2 as yours.
20,000 miles is a pretty good hit to the value and wear of the car.....not to mention all those tickets for speeding. What did you decide to do?

Living with it for now.... I think my cluster is bad as none of the chimes work and still do not work with VAG-COM instrument test. So I'm on the hunt for a cheap replacment cluster with less then 82,000 miles that I can install and bump it up (you can go up with vag-com on the odometer, but not down, for good reason) and then run it at setting 2 with the mileage I bought it out which matches carfax reports, I do not think it is a 20,000 mile differance, that would mean it came from the factory wrong, I'm betting someone replaced the cluster and did not set the right impuse Number but set the odometer, and it was off from that point. what that point was, its unknown.
Anyone have a used instrument cluster for a 2000 NB 2.0L manual with less then 82K miles on impuse setting 2, with working chimes?

Ok bought a used cluster from a 2003 NB off ebay for 50.00 including shipping... since you can no longer get a 7 digit SKC pulled, I had the dealer install it, was 92.00 for 1 hour labor and works great, even got all my bells and buzzers back....
issue is its a used cluster so no way to use vag-com to change the odometer up, old one had 84k, new "used" one is 61K, would like to spin it up to 84K.... Anyone have a way to do this, can I attached anything to the speed sensor to spin it up 23K in a short amount of time?
