1970 Beetle Conv Turn Signal Problem

I have a 70 Bug Conv and the turn signals are not working. The emergency flashers still work on all 4 corners. When using the turn signal indicator arm the indicator light in the dash lights up but does not "blink." I purchased a new 4-prong turn signal relay. Is there a separate relay for the turn signals from the emergency flasher relay? If so, where is it located? I've tried tracing the wires but can't find where the relay is and not sure why the turn signals are not working. I've checked all wires and fuses and everything looks ok.

Emergency & Turn signals use the same relay.

J2 - Relay
E3 - emergency/hazard switch
E2 - signal switch

Are all your power & grounds ok at the steering column?
Wiggle all the fuses... in case there is a bad connection.

Sounds like a typical ground (corrosion) problem.

Change the turn signal switch. It's probably worn out and not making proper contact at all points.
