'99 Euro MV Tachometer calibration Question

I purchased a '99 MV a month ago and I recently noticed when I turn the vehicle off the tachometer remains at 2200 to 2800 RPM. The Speedometer also sits at 8-10MPH.
When I start the vehicle the tachometer increase 700 to 1000 RPMS above where it sat at the off position. It runs fine.
The only reving occurs when the A/C is on and I am stopped for a minute or longer.
Questions...Can this be adjusted or corrected simply or is this an involved symptom of a larger looming issue? Thanks for any insight.

The instrument cluster is microprocessor controlled, and VW notes it is not repairable (so they say... BobD has been active on the A3 (Jetta) forum repairing A3 clusters, so he may be able to help on this. His email was a3clusters(a)hotmail.com - replace the (a) with the usual at symbol. He hasn't posted for a while though.)
The tach and speedometer use different sensors, so the problem is likely with the cluster.
First step is to use VAG-COM (now VCDS) to diagnose the cluster - see if it has fault codes stored, and then run the diagnostic output tests which sweep the gauges through their entire range.

Thanks Tom. What type of VCDS is recomended. I saw a tester at autozone, is this what I need or is there a VW Specific model.
Will the non calibrated RPM's have any other effect on the operation of the van?

I don't think the cluster reading has any effect on anything else.
You will need VW specific to talk to the cluster as opposed to just the engine (like OBDII "scanners").
Best is the Ross-Tech.com VCDS (VAG-COM) interface cable and software for your laptop.

Thanks. I think I will wait it out until I need some other work done. The tach has dropped about 800rpm when turn the ignition off it sits at 1500-1800 vs. 22K to 25K. The speedo has dropped to 0.
