Station Wagon Rear Seat Bottom Release

I recently bought a 1981 Dasher Wagon.
I know there is supposed to be a "strap" that you can grab and pull the seat bottom forward, allowing you to lower the seat back, creating a flat cargo area.
I have tried, (Many times and many ways), to do this with no luck.
Any tip or suggestions?
