Secondary Air Injection Relay

I am working through the diagnosis of a P0411 error code on a 2000 Jetta 1.8T. In checking voltage at the air pump on both warm and cold starts, there is none. For the life of me, I can't find the relay for the pump. The manual indicates the relay is contained within a protective cover on the left side of the engine. None of the relays under plastic, that I have found are the correct relay number. Anyone know where this relay is?

I've attached pictures of the relay's location as taken from the Official Factory Repair Manual on CD-ROM. The relay is the one stamped 100.
