01 Jetta GLS Error codes where to start, Please help

My daughter’s car has been idling rough and puttering around. the check engine light is on, and at times will flash and the car seems to want to die but give it gas and it won’t and will actually drive, this only lasts for about 30 seconds.

Had the error codes pulled and its giving:
P0420 Catalyst System Efficiency below Threshold Bank 1
P0411 Secondary Air Injection System Incorrect Flow Detected
P0300 Random/Multiple Cylinder Misfire Detected
P0301/P0302/P0303/P0304 Cylinder 1/2/3/4 Misfire Detected, all four error codes.

About a year ago, I have the codes read and it said something about the O2 Oxygen Sensor, but this time it didn’t show that error code.

My question is where to start and what parts????

Look for something that is common to all cylinders.

Clean the throttle body & run the adaptation / alignment if your scan tool is capable.

You can deal with the Cat & SAI codes later (not the cause of the misfires).

Update: Didnt notice this before.

The rough idle and puttering around. ONLY happends when the gas show 1/4 tank, when full to 1/4, the idle issue is no long there, drives fine, BUT check engine light is still on, just the idle is gone...weird!!!!!!

FKH161; I'll start with what you suggested "Clean the throttle body & run the adaptation / alignment if your scan tool is capable".

Should I replace the plugs, plug wires first?

Don't worry about the TB if the issue doesn't happen when above 1/4 tank.

The only reason I had suggested it, is because a dirty TB can cause rough running & misfire codes at idle and all is ok when cruising.

Might have a bad connection on one of the fuel line hoses in the tank, that causes an issue when the level is below that spot.
