'77 320i Lights/Electrical issue?

I replaced all the bulbs and fuses and the headlights will only work on high beam? There are only two tail lights that will go on and no brake lights? Any thoughts, anyone?

There should be a relay for the headlights, which might be defect.

Brake lights: check the brake light switch.
