Heater question for BMW 1995 325I

My heater blows out heat while driving down the road. When I stop at a traffic light, the air turns cold. If I sit and idle in park, it also turns cold.

What does the temp gauge do when there's no heat? Do you have fully manual climate control? Sounds like a bad thermostat.
